How To Lock Toolbars In Office

I am using Outlook 2003, and every time I open to write a new email the toolbars appear in different locations and spread out, minimising viewable area, how can this be prevented, and them be 'locked' in place?
Also, occurs in other Office applications, but Outlook is the worst!
