HTML... WC3 Markup validation help.

    ok so this mark up validation has been giving me a hard time i get html but i dont get the

    <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" 
    "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">

<html xmlns="http://www.w3.org/1999/xhtml" lang="en">
    bit im suposed to use at the top. i understand that this is supposed to be some like universal format thing so you web page will look the same in all browsers.

    every time i try to validate (http://validator.w3.org/) it i get some no char encoding found... i though that was what the

    was for.

    well i just need someone to help me out. and better explain what the whole first chunk of the code i posted really does.

    oh and by the way this is the rest of my page ( i just keept it simple untill i can get this error fixed.)
