I have another issue - Video Clips

First, I have to say thanks to everyone who has offered help in my many mini adventures in multimedialand. Now, I have one more to ask. I have now saved the video clips that your advise helped me create and edit. Now, I have to find a program of sorts that will allow me to put like a spotlight on a certain portion reather than having the entire picture to be seen. I need to highlight a portion like when the TV news show a robber in a 7-11 clip. If anyone has a clue that can lead me to a happy place, I would be greatly appreciative. Thanks.
