IE 9 cannot be updated or repaired

    Just within the week I decided to reinstall Windows 7 as a 64 bit version from the 32 bit version I was running. I did a completely clean slate and was running windows updates one after the other. I kept getting an error message when it came to installing IE 11.

    I tried launching IE (which is at version 9) and it wouldn't launch at all until I ran the scripts from this website: http://iefaq.info/index.php?action=artikel&cat=42&id=133&artlang=en

    Now I can launch IE 9 but it looks like this:

    Things I've tried:
    Installing IE 11 from Windows Update and directly from an exe file: both failed, WU gives me the error code 9C59

    The scripts posted from the iefaq.info website

    Uninstalling IE 9 from the programs/features windows updates menu (and in safe mode): fail

    Uninstalling IE 9 using the fixit and cmd options from http://support.microsoft.com/kb/2579295: the Fixit said "does not apply to operating system or application version" and the cmd option gave a bunch of errors.

    System restore only goes back 2 days. I tried it as far back as it went, but it didn't help.

    What can I do?!

    Just tried the automatic version. It ran and finished successfully, however, my IE 9 still looks the same way as it does in the imgur I posted

    I'm going to guess you tried option two:

    FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*9.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:mad:fname /norestart"

    and that didn't work either?

    I tried this option running cmd as administrator (via right click context menu) and I get a lot of operation failed with 0x80070005 - Access is denied prompts. IE 9 doesn't get uninstalled.

    Did this today aswell. Ok out the error report(s), the script continues to run. Relaunch cmd (Admin) and run the script again. I ran the Fix it too. Rebooted and all was good.

    Unfortunately, I couldn't get rid of the hybrid IE 8/9 that was stuck on my machine so I did a reformat. Thank you all for trying to help.
