On the installation file you downloaded, right click and select "Run as Administrator".

Tried that. Now it says " You do not have efficient security credentials to install." What the heck is going on?

    Try this:

    1. Click Start > Control Panel
    2. Open Administrative Tools
    3. Open Local Security Settings
    4. Click Software Restriction Policies
      1. If no software restrictions are defined, right click the Software Restriction Policies node and select Create New Software Restriction Policy
    5. Double click Enforcement
    6. Select "All users except local administrators"
    7. Click OK
    8. Reboot the machine

I would try alternate method, page two, back up system beforehand for peace of mind..
I have never run into this situation, so be patient, maybe better advice will be forthcoming

Microsoft had some updates back in 2007 that caused local settings restrictions such as the ones you are experiencing. As you are running SP2 it could be the issue. I don't know this for a fact, but I suspect this may be your problem. I would consider upgrading to SP3 for XP and see if that resolves. Also suggest you do a back up before doing this.

Just upgraded to SP3 and it still wont install and there is still no local security policy.
