Invalid Destination UDP Port and MSSQL_Null_Packet_DoS

Ok,
I'm adept with computer in terms of the operating system but in terms of networking i'm clueless. So i'll just jump right in with my problem. The first one is this:
Details:Attempted Intrusion "MSSQL_Null_Packet_DoS" from your machine against 200.85.203.20 was detected and blocked
Intruder: EAR(172.*.*.*)(39510)
Risk Level: Low
Protocol: TCP
Attacked IP: 200.85.203.20
Attacked Port: ms-sql-s(1433)

Basically this is implying that I'm the intruder. So this is meaning that someone is using my computer to attack the 200.85.203.20 IP. If so how can I stop this?

Next with the MSSQL_Null_Packet_DoS:

This is saying that I'm the Intruder again. How can I fix this?

Yeah I got this but it I looked up the ip and aparently its my isp and worse yet its the abuse department, o well nortan blocked it

 

were you using any type of SQL management software?
