What is it? Googling around, it appears that its from netcabletv or something:

I could just disable the service from the services applet, but is there anyway to remove it instead? I have no idea as to how netcabletv got into my computer, there is nothing located at C:\Program Files\NCTV\bin\ in my drive. I do use TVuplayer, could it be related to that?

It appears to be legit, however if you do not use it or don't need it you can disable it by going into "services.msc" from a run command.
