Are there are recommendations as to free webspace to hold the attached pdf file?

Since that's the only thing you want people to see, you're best bet is to use One Drive or Google Drive and create a shareable link to the file. People can then download the PDF and open it in their PDF reader.

To do this in a pdf will require commercial pdf creating software.
Instead, make a presentation with Impress, and save it as a ppt or pptx file.

And for those who don't, Microsoft has a free PowerPoint viewer.
