Library not registered + more errors

I am trying to find out why I am getting these messages when I am trying to uninstall things
" could not be launched, library not registered?"

I recently got rid of some spyware/virus's etc.
Now I am having multiple issues.

I am also getting windows protection error when I try to do a "sfc /scannow"
to check DLL errors because I can not uninstall several programs now, a lot of them say could not be launched, library not registered

This comes from my admin tools/services/event viewer/application errors.
Also my help & support is broken.

More problems I am having:

When I click on "help & support" nothing happens, and also with "system information." Does anyone know how I can get these programs going again?

I am not getting anywhere, I have tried using "SFC /SCANNOW" with debuging tool, not working, I can not disable windows protectin to get my xp software to scan my files.

I am wondering if I did a re-install over my current operating system if that would correct some of my "lost files"

I would appriciate some info!

Can you give us some specific, verbatim errors?

 

I could not pull up an system information because of the errors, however I took my own advice and used my XP on boot up, let it fix all my errors, everthing is fine.
