Yes, I want to limit the amount of bandwidth that certain devices on my network are allocated without having to install custom firmware on my router if possible. My speeds are as follows:

Download Speed: 1516 kbps (189.5 KB/sec transfer rate)
Upload Speed: 227 kbps (28.4 KB/sec transfer rate)

And I have problems on PS3/Xbox when all sorts of desktops, laptops, ipods, refrigerators etc. are hogging the bandwidth.

I will install dd-wrt if I need to but I would rather just use a program. I mean come on, if hackers can do it we can to! :p

Hackers do it via dd-wrt or some other feature rich router / firmware combination. Most off the shelf routers are designed for simple configuration, they are not running Cisco IOS.
    From other sources:
    "You have two basic options.
    1. Computer level control, see here, http://www.ezlan.net/monitor.html
    2. Hardware with QQS control.
This option is available on, D-Link DGL-4300, or by using Linksys WRT54G
    v1,to v4 (NA in v5) with 3rd party firmware."

So yes hackers have done it by writing a new code - DDWrt or http://www.polarcloud.com/tomato
That is what hackers do, seek to improve.
