Live Messenger Issue

This is getting on my nerves! I am having issues adding contacts to Live Messenger, but only on one machine. I can go to another machine with WLM installed and add just fine, but then they do not show up on the problem system.

I have uninstalled WLM, but when I reinstall it, it looks the same as before I removed it (with the same problem too). It knows my login, my display pic is the same, my contacts are arranged the same. What gives? Where is this data stored? How do I get a FRESH install of WLM and get rid of this issue?
