local security privacy

hello

i am trying to find local security\privacy tools for windows 98

for example:

1) a application that asks for password before you can do anything inside windows (i already have bios\system password enabled).

1.1) (same application as 1 that could make me lock the system... you know what i mean, like that "screen saver with ask for password" (i don't want to use that) something that makes the screen black and makes the system not respond to mouse or keyboard...
