Low Frame Rates On All Settings

New build PC

4790k
GTX 970
Msi z97 Gaming 5
Seagate 1gig HD
Corsair CM750M
Windows 10 updated
8 gigs Ram
All the drivers are updated. Motherboard Bios good. And I am getting frame rates in the low teens
on ARMA 3 mutiplayer. When i change the in game setting from High to Low the frame rates stay the same.
On my old system which was half as good as this new one I was getting Frame rates in the 40's.
Can't figure it out.

 

Your system looks solid.
What connection are you using to your monitor and what monitor?
You said BIOS OK, does that mean you have CPU on-board graphics shut off and the PCIE lanes set up for your graphics card?
