Meaning what?not necessary to upload torrent to tracker, upload it to any other site

    I am not sure if this question is in the right place ,but when i try 2 download this application it never works ,so when i start before downloading it says this.What to do ??not necessary to upload torrent to tracker, upload it to any other site. I down loaded the file + started 2 down load it with utorrent it does not start 2 down load .How do i proceed to down load this ??Thank you daniel.;):D;)
