Microsoft Outlook 2003 Business Contact Manager Cannot be loaded

Hi,
we have recently started getting the following error message when opening up Microsoft Outlook 2003
"Business Contact Manager for Outlook database cannot be loaded"
" This action cannot be completed because business contact manager cannot access the database. Do you want to change the config YES / NO"

If you click NO, the same errror message pops up again after clicking NO again it goes away until the next time you start outlook

If you click YES you have 2 options 1. Create a new database ( this always comes back database creataion unsucessful ) 2. Use exising database (This always come back saying cannot locate current database)

Any ideas?

We actually don't use the business contact manager it just came as part of the package when we purchased office small business edition, so if it can be switched off that would be as good as a fix

The version is Microsoft Outlook 2003 SP3, and it came as part of the Microsoft Office Small Business Edition 2003.
