Missing msvcp71.dll on Win XP

I needed to replace the Hard Drive on my HP zv6000 laptop.

I reinstalled the original set up CD with Windows XP Home Edition Version 2002. I performed a Windows Update and installed everything up to but not including Service Pack 3.

I tried reinstalling BitPim for syncing my LG cell phone.

The program attempted to launch but I got the error "The application has failed to start because MSVCP71.dll was not found. Re-installing the application may fix this problem."

I tried reinstalling BitPim but that did not correct the problem.

Since installing this new hard drive one week ago, this is the only instance of generating this error.

Any suggestions?
