    ZS4 http://www.majorgeeks.com/ZS4_d4825.html (professional video editing)
Avidemux http://www.majorgeeks.com/Avidemux__d5930.html (more of a home user program)
Virtual Dub http://www.majorgeeks.com/VirtualDub__d5523.html (not super user friendly, but it's VERY popular and easy-to-follow guides can be found all over the web)

I hope one of these is what you're looking for!

If the video is on a DVD, you'll need to rip it to your hard drive first and save it as an AVI (DivX/XVid) file so one of the programs I linked to can read and edit it. Then you'll have to convert it back to DVD format if you want to watch it on a standard home DVD player and TV.

Good luck! If you have more questions, feel free to post 'em and we'll do our best

(oh yeah- all three programs I listed are 100% free to download and use- ENJOY!)
