MSIEXEC error

Just purchased a game called All Points Bulletin via Steam. Downloaded the installer through steam and when i launch the APB installer about halfway through i get an MSIEXEC error which says

"Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

I am the administrator, no other account's on my pc and i am running windows XP Professional.

Any help would be very much appreciated.

 

What operating system, computer components? give some detail of your set up...
