Need Help with Photo Editing Software

I'm going to try and describe what I'm looking for the best way I can. I am looking for a software that will allow me to do more than crop. I want to take a picture and be able to cut everything our of the picture except someone's face. Cropping isn't enough because it still leaves a 'square' around the picture. I want to superimpose a face of one picture, onto the face of another. Do you all know what I'm trying to describe?? If you do, can you point me in the right direction to the most inexpensive software out there? Thanks in advance.

 

Try Gimp - it's free, many people say it can do most things that Photoshop can.
