Need new webhost - Help!

I've had my site on scientium for the last year (kinda piggybacking), and the guy has been really helpful, but now he's disappeared without letting me know & without paying for August. He won't/can't answer email. I'm worried about him, but even more, I need a new host. I use Win XP Pro, have around a 70 MB site with 15 pages, which may grow some, so would like 500 MB or so. Live in SW U.S.
Does anyone know how reliable networksolutions is? I'd like to get a domain name, & prefer a host with fast upload times. I use straight HTML & FTP, so I don't need any fancy stuff. Also, budget is important, as I make no money from the site (personal site).
Any suggestions of good, inexpensive, reliable sites with 24-hour tech support with an 800 phone number?
