new unable to connect to proxy server problem

Hello. I recently restarted my computer and now my browsers wont connect to the internet. I dont know what "*unable to connect to proxy server" means but I've never had this problem. I ran malwarebytes and superantispyware juat in case with no luck. I also recently tried to update jave which may have changed settings or something.

Please help if you can. Im running windows 8 and both google chrome and IE wont connect.

 

What antivirus and malware detector programs are you running? Have you scanned with them?
