no desktop, after virus removal

Hi again new system new problem, Can I follow "do this first rules, w/ out my desktop or from safe mode, which happens to be the only way to get into this system? Or is there another way to restore the desktop icons etc?

symptoms that I've gleened, no desktop, taskbar, icons, black screen, other core programs not working right or not at all including device mang, add remove,, advanced system tools, seems all the major core functions are non responsive or maybe gone, seems a nephew got a hold of it and tried to transfer some of grandmas files, restore or back up partition is empty, system restore not working or no restore points. Yet the system boots reg, SAS and Malware did find some "rouge (x4) can not find log,,can boot into safe and the thing runs like a top, everything works as normal, desktop,icons, shortcuts etc,,?

 

Assuming you mean from safe mode?
ran from safe mode, no change.

Additional info


In the normal running windows environment ( no desk top task bar etc,, Ive noticed that useing wind task mang, > services, many of the needed services are stopped and I can not re-enable them I get the access denied,,

 

when I reboot to reg desktop and navigate to unhide, it won't run, everything stalls, window, links, etc
