Notification Area Icons control panel and icons themselves all screwed

Here's a screenshot of the control panel I took as I scrolled down through it.

Why are the Show icon and notifications menu bars flickering outside of the main area like that?

Why does the volume icon KEEP disappearing from the notification area OVER and OVER and OVER again, forcing me to keep restarting, or go into the registry and delete the IconStreams and PastIconStreams keys?

And why, sometimes, when I'm in the Notification Area Icons control panel, are some of the icons invisible, even though the programs themselves are listed?

Thanks. How do I run scannow? And would a refresh mean losing files or programs?

Thanks. Unfortunately, I couldn't find the guide to Refresh. When I entered it in the search box, Refresh your PC came up, I clicked on it, a screen came up with Refresh your PC at the top with a grey button underneath, I clicked on the grey button without looking at it assuming it would just take me to the guide, but instead it just started the refresh process. I hope it didn't get too far. I clicked cancel while it was still preparing. I ran scannow and got this:

Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log

I looked up the CBS.Log but it's as long as War and Peace. I don't know how to find the files that weren't fixed.

Found out how to find the files

but don't know how to fix them. Don't have access to another computer.

Not quite true. Apps that came with the computer, or from the Windows Store, will remain. Any others will be deleted. But Windows will apparently put a list of deleted apps on the desktop once the refresh is complete.

Thanks. Bit worried about doing a refresh though.

    http://windows.microsoft.com/en-IE/windows-8/restore-refresh-reset-pc

"In most cases, once you start to refresh or reset your PC, it’ll finish on its own. However, if Windows needs missing files, you’ll be asked to insert recovery media, which is typically on a DVD disc or thumb drive. If that happens, what you’ll need depends on your PC.

If your PC came with Windows 8.1 or Windows RT 8.1, you’ll need the discs or thumb drive that came with your PC. Check the info that came with your PC to see if your PC manufacturer provided these discs or media. In some cases, you might have created them when you first set up your PC.

If you upgraded your PC to Windows 8.1 or Windows RT 8.1 with a DVD, use that disc. If you don’t have Windows 8.1 or Windows RT 8.1 media, contact Microsoft Support."

I don't have any DVDs or thumb drives with Windows on them. Windows was preinstalled when I bought the PC. All I did the first time I turned it on was enter passwords and stuff like that, just specify what basic settings I wanted.

Good advice. Should have known all that long ago. Too late now unfortunately. None of those options are open to me. So I think a refresh would probably be too risky now. Windows 10's out in a few weeks. Maybe that'll solve some of the problems.
