I have an ntuser.dat file on my C:Drive that, when I try to delete it, tells me I can't because it in use by someone else. Its 5120 kb now and growing.

I have turned the machine off and tried to boot in safe mode. That only seems to work part way. I don't get me normal start up picks in safe mode. When I try to delete the same file out of safe mode, I get the same message that the file is in use by someone else.

I'd like to get rid of it...any suggestions would be appreciated.

Leave that file alone! It is a required system file and that is why it cannot be deleted. You should not be deleting anything on your PC by yourself. You obviously are not experienced enough to know what belongs and what does not. If you had managed to delete that file, you would be reinstalling your OS now.
