Off Base-vpn

I was wondering what would be the best secure vpn for the money ,that wouldn't cost a arm and leg.
For win 7 os Ie 9.
I've looked at alot of reviews and its confusing, any thoughts? comments?

 

I've never used one but I have looked in the past at programs.

As a start you could try the Opera browser which now offers its own free VPN.

I tried this site an it took sooooooooo long to load I cut it off !

 

Just went there. Loaded in a flash and links to next pages loaded good too.
