Opening Disc drive in safe mode?

    I'm having a problem on an older computer running Windows 98SE. I get an error on boot up, forcing me to restart. The computer will boot in safe mode successfully, and I feel confident the error can be fixed by restoring a file from my windows 98 installation disc. The problem is, I can't access the disc drive in safe mode, I've been trying to search online how to do it, but with no success. Any help is much appreciated.

    Restart your computer, press and hold CTRL, and then choose Command Prompt Only from the Startup menu.

    At the command prompt, type win /d:m and then press ENTER.

    I'm having the same prob w/XP. Does the same process work? I've done it before but i lost everything which is ok due to the fact that i do not keep anything on it. My Toshiba constantly crashes!
