Outlook Express Hyperlinks Problem

Hi,

I have a problem with links in OE running under Vista. When I click on a link I get the message in first the screenshot below. The link does eventually work if you ignore the message and click it a few more times. I have tried many of the fixes suggested by Dr Google and none have worked. I have also tried the FIXIT tool on the Microsoft website and when I try to "run" the list regsvr32*****.dll commands on the Microsoft and many other sites I get the message on the second screenshot below.

I have checked that IE is set as my default browser.

Any advice would be appreciated.
