   Can i use PC inspector file recovery 4.0 to reformat my HDD and reinstall my Windows XP home Edition as it came preinstalled on my computer? will this work?

   No, PC Inspector File Recovery is just that it is a partition/file recovery utility. If you want to restore your system to the factory preinstall state you need the restore CDs for your computer.
