I have an emachines T2792 PC running XP SP2 with the latest updates. After I do "start, turn off computer, turn off" it shuts down normally but the next morning it almost always has turned itself back on and booted up again (completely). I do not have hibernation enabled nor UPS service. Any ideas?

Modern pcs are never truly off. They have various 'wake on' functions which will restart the pc if a suitable signal is received.

Go to setup (the BIOS) by repeatedly tapping a key (probably DEL or F2) and look for enabled 'wake on' functions and disable them.

Well I went to Bios "Power management setup", "Wake up event setup" and disabled the "Resume by PCI Device (PME#)" and it appears to stay off now. Thanks.
