PC Won't Turn Off or Restart

    Hi all. I've gone through the process of finding and removing malware and stuff, but my PC (Win XP SP2) many times won't react when I click Start>Turn Off Computer>(Turn Off) or (Restart). It just closes that window and keeps running like nothing ever happened. Any suggestions? Thanks.

    Boot into safe mode, then try a reboot or shutdown. Is this successful?

    well it seems to shut down or restart just fine if it was just booted up
