Personal Settings Don't load

Yesterday when I rebooted the computer and logged in to my account I got a flash popup message saying Windows cannot load your personal settings and is loading default settings. It then proceeded to load only about half of my desktop icons but with NO TASKBAR. Rebooting to safe mode gave me the same icons and also a blank taskbar, I have tried to restore back before this happened and it says that nothing has changed. All of my outlook is gone too. The othere 3 logins are fine. I really need to fix this now!!! Any subbestions?
