Say a supply has a given rating of 450 watts, does it require the full 450 all the time? In other words does it use the 450 watts all the time or only go to full capacity under higher loads?

No, it can theoretically supply 450W but only gives as much as is needed by the various components.

The unit is designed to deliver 450Watts from the mains, but only provides the amount of power currently required by your PC.
