problems with browser text and title bars

just recently, my browser text has been very weird. small text in some places while others are large.the (ctrl) and (+) trick just makes all the alignment of the page weird. and the font itself is different too. another thing is, the title bars on my browser and my windows explorer windows are empty. if anyone can help me figure out the problem it would be greatly appreciated. This happens in both IE and Firefox. I am running Windows XP Media with Service Pack 2. if you need to know anything else let me know. i attached a screenshot of the problem on firefox.
