problems with hosts (redone)

I decided to start this thread again since I have yet to fix this problem, I cannot connect to certain sites, it says "connection was refused when attempting to contact (insert site here)" but they work fine on other computers... now I've tried disabling all security firewalls allowing popups and all cookies, I've tried changing my hosts file in system32 Ive tried so many other things, but nothing seems to work.

 

What browser?

 

well I tried I.E. and firefox, but nevermind I got it covered, I just deleted the stuff in my hosts again, but I had to do it in safe mode on the admins name, it only shows up on safe mode, but thanks for all the help

p.s. you asked for my boot.ini I'm working on getting that for you appreciate your help thanks.
