program restrictions

I am running win 2003 on a remote server. I connect through remote desktop. I have several different users. I want to restrict some user to only certain program. For example, I only want user #2 to have access to quickbooks and nothing else.

I have created administrator and user accounts. I am not sure how to control program access.
