   If using xp goto controls pannel then double click on keyboard and
   hardware properties and driver and re-install your driver for you keyboard.

   n Control Panel click Regional and Language options - on the Languages tab under Text services and input languages - click the Details buttons and under Installed Services add French (Belgium) or French (France). You can remove other languages there you don't need.
   
   Under Default input language then choose the one you want to use when you start your computer.
