Ransomware - Computer Locked for Violating the Law of GB

Whilst browsing earlier my computer became locked I got a message stating "Your computer is locked for violating the law of Great Britain", supposedly from the West Yorkshire Police and requesting I pay £100 via Ukash to unlock. Obviously this is a scam, and by doing a bit googling I see it is common in a number of forms, such as the FBI, Interpol, etc. and is known as Ransomware.

I restarted my computer in Safe Mode and used MalwareBytes to scan, which seemed to find the problem (a folder called "hellomoto" with a few files inside my Roaming folder) but would crash when I attempted to remove it from the computer. I deleted the files myself and I couldn't find the usual traces within the registry.

However when I restarted I was greeted with the same lock and message - I think it has something to do with Shockwave update, as this appears just before it locks.

It also seems to have blocked Microsoft Security Essentials and any System Restore points as these were unavailable.

I lastly ran Combofix, which informed me I had rootkit and a difficult problem to resolve; it went through the 50 stages, deleted a number of files and folders, but upon restart when generating the log file, the same lock up and message appeared.

I honestly do not know how to proceed now with removal and would greatly appreciate any advice, as I can't seem to find any useful information relating to this particular Ransomware.
