rtl70.bpl error 126 file missing or corrupt

Please help i have no idea were to go with this error
running windows xp system
i have tried spybot adawear dr virus
nothing is helping
any ideas

That's what i found...

"rtl70.bpl", is a runtime-library file used by applications made in Borland Delphi.

Do u have any application installed, which u think might be made in Delphi?

 

Download this file http://nwvault.ign.com/fms/Download.php?id=19616, unzip it and follow the prompts.

This is an installer that will put three files, rtl70.bpl, vcl70.bpl, and vclx70.bpl, in your System directory.

These files are needed for programs like ReaConverter built with Delphi 7.
