I have 2 internet connections available to me, one wifi (the city wifi) and one wired (mine).

I want to use my connection for downloads and the public wifi for web browsing. Any particular way I could set this up?

setup rules in the windows firewall for each application one to block and the other to allow depend on which connection your want to do what
