Server Setting to NOT allow encrypted data to be uploaded

    Is there a server setting I can enable to make it so that if a file is encrypted by a user it is NOT uploaded to the server encrypted?

    I have some users that when they attempt to upload encrypted data they are prompted that the encryption will be removed, however others don't get prompted and then post encrypted data. In some situations the recovery manager is removed also from these files so it causes a huge nightmare.
