In General you can debug the Network Settings of a computer by following these steps.

Step One. Check the Network parameters in the Computer’s Device Manager. Make sure that the drivers are installed correctly; there is No IRQ conflict, and No Ghost installation. http://www.ezlan.net/faq#ghost

Step Two Verify Basic network setting in the OS: http://www.ezlan.net/Installing#verify
If the above two Steps indicates that every thing looks good but functionally it does not work.

Step Three. Check (and repair if necessary) the Socket Layers, Winsock, and or refresh the TCP/IP Stack. http://www.ezlan.net/clean#refreshnet

If need to Reinstall; Log to this page it have a lot of links to instructions for Windows Network Installation - http://www.ezlan.net/Installing.html

Do you have a software firewall installed? if so disable it and try to connect to the net.

    windows-> firewall disabled
no other progams with a firewall

i dont know what happened what happened was (keep this in mind i was doing it for my bro)
his computer was run down with spyware and viruses and so i was like ok lets format cuz your arent gonna be able to fix all that crap
    internet was working fine then

a week or so later i go to format (didnt really touch the computer) and i wanna send some files to my computer over the lan and he had no connection (didnt pay mind to it)

so i backed up the files on and old 20 gig hard drive

and then i formated with acroniss

    and installed winxp pro

    and still no internet

It does not matter so much what happen, it does not work now and you have to find out why.

As much as we empathize with your distress, we cannot guess, you have to start some form of the debug process, and find out at which stage it does not work.

could it be the cable that connects it to my router?

try connecting the comptuer directly to the internet (bypassing routers and such) and see if you get a connection. Go from there.
