Shuttle won't Lift Off

After turning the unit on and Installing Windows OS, the PC tries to boot from the Hard Drive and Crashing to a "Blue Screen" with the message "STOP: C 0000221 {BAD IMAGE CHECKSUM} The Image CRYPT32.DLL is possibly corrupt. The header checksum does not match the Computed Checksum. What does this mean? Is the Hard Drive Bad? is Ram Bad? Is the OS Bad? Is there a compatability Issue? Please Help.
