Software that can automatically download files from the internet

Is there any software available (freeware or purchasable) that can be used to download files from the internet, automatically and without intervention once configured, with the following parameters :-

(1) ability to change frequency of checking for newly uploaded files (e.g. first time program is executed, daily, weekly etc)
(2) source field where a URL for a website can be entered as the location of the files
(3) destination field where a folder location can be entered as the location of the downloaded files
(4) ability to ignore files that have already previously been downloaded using criteria such as file name, file size etc.
(5) ability to filter out uninterested files by specifying criteria such as file type etc.

An example would be to download files that are uploaded weekly from a company website where FTP access is unavailable.

I suppose the most important criteria are (1) to (3).
