Specs reasonably good, but soooooooo slow.

Hi, would any of you Guys please take a quick look at my specs. They are not in my opinion bad but my windows exploror takes ages to change. I have given nearly all the anti spyware programs a go at it. and checked for Trojans. I am nearly ready to format it to get it to run a bit faster.
Any ideas would be deeply appreciatted.
