Taskbar hanging

Hi guys. Recently, my computer has been a little weird. I'm running windows 7 and the taskbar would not respond to clicks. This includes the "show desktop" as well as the start button. I would have to open up task manager in order to fix it. However, the problem would return after 10 or so minutes. I'm also unable to drag icons around the desktop. I'm wondering if this is a case of hardware or software problem, because it has only occurred after I spilled some water on my mouse. I've tried replacing the mouse, but the problem still arises. To rule out software, use a restore point. Restore the computer to a date before the problem occurred. If it still happens, then it is probably hardware.
