The Program Unlocker

Does this program "Unlocker 1.85" work in the background or is it a manual deal?

It's a manual deal. You use it when you get the message "This file is being used by another process or program. Please close... and try again" when trying to move or delete a file. If you know no other program is using the file you want to move or delete you can right click it and choose "unlocker" and in the window that opens select Unlock All button. Then you will be able to delete or move the file.

So it doesn't do anything until one of those error messages occurs?

As far as I know, unlocking a particular file to avoid restarting is its only purpose.
