Tooltips quit

When I load Outlook Express, the tooltips in html quit working (ie., the TITLE property of a link). Icons tooltips are still OK. Reboot, and all is well, until first load of Outlook Express 6.0.

My system is:
XP Pro, Version2002, Service Pack 2
AMD Athlon (tm)64 X 2Dual
Core Processor 3800 +
2.01 GHz ,1.00 GB of RAM
232 GB Hard Disk.

The machine is very clean, only 1 month old.
I run IE6
Version: 6.0.2900.2180.xpsp_sp2_gdr.050301 1519
Cipher Strength: 128 bit*
Update Versions:; SP2;

I ran sfc /scannow.
No help.
I have tried changing various security settings in the Trusted Sites.
No help.

Any ideas anyone?
