Should old drivers be removed first before installing new ones or do you just have to install the new drivers?

Also, if the old drivers have to be removed do you have to remove them from the add/remove programs and/or is there something else to do?

depends on what you're installing for, if it's something like a video card then yes uninstall the old ones first before installing new drivers.
you can just go into device manager, right click the hardware and click uninstall to remove the driver, theres no need to hassle with add/remove programs unless you install the software that comes with the driver.

Unless the video drivers are an update by the same manufacturer, there is no need to remove one Forceware or Nforce driver if installing a later version of the same driver, only if you change your card for one with a different chip say from Nvidia to ATI, then it is important to remove every vestige of the old drivers.
