We need much more info than this!

Please explain what operations are slow! For example answer the below:
    • Is boot up slow?
    • Is shutdown slow?
    • Is browsing/surfing slow? If yes, also answer the below sub-questions
      • What type of connection to the internet do you use ( DSL, Cable, FIOS,etc)?
      • What browser are you using? Have tried more than one?
    • Is downloading slow?
    • Is running any/every application?
    • Is it also slow in safe boot mode?
    • Also are any processes showing in Task Manager to be using a lot of CPU time?
    • Anything else slow?
Note that you have an older slower style processor by today's standards and you really do not have enough memory to properly run WinXP SP3 and everything else. The below is from your logs.
    Code:
    Processor x86 Family 15 Model 79 Stepping 2 AuthenticAMD ~2405 Mhz
    Total Physical Memory 1,024.00 MB
    Available Physical Memory 201.57 MB
You would do much better with 3 GB rather than the 1 GB you have.

Norton may not be helping your performance either. And the Askbar junk they installed does not help either.

Is Malwarebytes the free or paid version?

Your logs are clean so you don't seem to be having malware problems.

Uninstall the below very old versions of software:
    J2SE Runtime Environment 5.0 Update 6
    Java(TM) 6 Update 2
    Java(TM) 6 Update 23
    Java(TM) 6 Update 3
    Java(TM) 6 Update 5
    Java(TM) 6 Update 7

Now install the current version of Sun Java from: Sun Java Runtime Environment

    Everything from startup to browsing.
I went ahead and upgraded the ram to 2GB, yeasterday hoping that would help. It didn't. On windows, if you click to open anything, you have to wait about a minute or two (seriously) for anything to open, and you may as well not try to open more than one thing at a time.
I went ahead and done the items under "make your computer run like new
' in the general section. Still doent help.
    Thanks

Boot up is slow, shut down also slow. Internet browing slow, using IE8, have not tried anything else. Cable internet connection. Its a little faster in safe mode. In task manager the only thing i see using a lot of CPU usage is systme idle process.

I went ahead and deleted the askbar, Norton comes from the cable company.
The malware bytes is the one i downloaded from the major geeks forum, so its the free version.
I uninstalled the java updates, but you listed one as jave 6 update 23 and i could not find that one.
Thanks for taking the time to help me.

Then I would still be suspicious of what effect Norton is having on your PC since there is not malware present.

This is normal. It is not a process. It is just a value of the free time your computer has and it should be very high when doing nothing. If it was not in the 90% and above when sitting idle, then there may be an issue with some other program. It will temporarily flash to other values as various background process periodically run. Like even as Task Manager updates the process list, there will be a temporary change in values.
