Vista Shell Commands Not Working

    Vista shell commands like Shell:Common Programs does not work for me. Instead of opening the expected window (Common Programs, for example), it opens Microsoft OneNote. It doesn't matter which shell command I use, they all open OneNote.

    At the same time, I'm seeing problems with certain Control Panel items, getting "The page failed to load." errors.

    I successfully ran sfc /Scannow and rebooted, but it didn't fix the problem.

    Anybody have any ideas?
